The council voted 4-to-1 Monday to rezone land at 7103 Morningside Ave. to Suburban Residential, not the General Residential that Overlook Developers requested, so apartments couldn't be built there. Local developer Dan Hiserote is looking to construct roughly 40 homes on the 16.94-acre tract.
